Over the past several months, the North Carolina hemp industry has watched House Bill 328 move through the legislative process with great concern.
Farmers.
Manufacturers.
Retailers.
Consumers.
Families.
Thousands of people who have helped build this industry have followed every committee meeting, every amendment, and every vote, knowing that the outcome could shape the future of hemp in our state for years to come.
Today, we have a reason to pause.
House Bill 328 has been tabled.
For now, that means responsible hemp businesses across North Carolina can take a collective breath.
But this is not the end of the conversation.
It’s simply the next chapter.
This Is More Than a Business
For me, hemp has never been just a business.
Long before Franny’s Farmacy opened its doors…
Long before North Carolina legalized hemp cultivation…
Long before I became known as North Carolina’s first legal female hemp farmer…
I believed in this plant.
I believed it deserved thoughtful research.
Responsible cultivation.
Consumer education.
And a regulatory framework that protects people while allowing responsible businesses to thrive.
That belief hasn’t changed.
We’ve Never Been Against Regulation
One thing I’ve said repeatedly throughout this process is simple:
Franny’s Farmacy supports regulation.
In fact, we’ve spent years asking for it.
We believe hemp products should be:
- Independently laboratory tested.
- Clearly labeled.
- Responsibly packaged.
- Manufactured under strict quality standards.
- Sold responsibly to adults.
- Backed by education and transparency.
Those aren’t new ideas for us.
They’ve been our standard since 2018.
Long before lawmakers began discussing many of these requirements, our team was already implementing them because we believed consumers deserved nothing less.
The Franny Standard
When we launched Franny’s Farmacy, we made a promise.
If we were going to help build this industry, we were going to build it the right way.
That commitment continues to guide every decision we make.
Our products are manufactured in a GMP-certified facility, where documented quality systems help ensure consistency and accountability.
Earlier this year, our manufacturing facility underwent an FDA inspection, reflecting our ongoing commitment to quality and compliance.
Our packaging includes:
- Clear ingredient panels.
- Cannabinoid content per serving.
- Total cannabinoids per package.
- Suggested use.
- Appropriate warnings.
- FDA-required statements.
- Batch information for traceability.
We’ve never believed consumers should have to guess what’s inside a product.

Why HB 328 Raised Concerns
Throughout this legislative process, many people asked why Franny’s Farmacy opposed House Bill 328 in its current form.
The answer is not because we oppose oversight.
It’s because we believe good regulation strengthens responsible businesses instead of eliminating them.
One of our greatest concerns has always been that policies which remove access to products sold by licensed, compliant businesses may unintentionally drive consumers toward unregulated markets.
The black market does not require:
- Laboratory testing.
- Child-resistant packaging.
- Ingredient transparency.
- Manufacturing standards.
- Consumer education.
Responsible businesses do.
That’s why we’ve consistently advocated for regulations that hold businesses accountable while preserving a legal marketplace built on transparency and public safety.
A Victory Worth Celebrating
Seeing House Bill 328 tabled is an encouraging moment for North Carolina’s hemp community.
It represents the countless hours spent educating lawmakers, speaking with industry leaders, engaging with customers, and advocating for thoughtful policy.
It reminds us that respectful dialogue matters.
It reminds us that showing up matters.
It reminds us that the voices of farmers, manufacturers, retailers, and consumers deserve to be heard.

Although House Bill 328 has stalled, the larger conversation about hemp regulation is far from over.
North Carolina still needs a comprehensive framework that protects consumers while supporting responsible businesses and agriculture.
