The Future of Hemp in North Carolina Is Being Decided…
For more than seven years, Franny’s Farmacy has worked toward one goal:
To prove that hemp can be produced safely, responsibly, and transparently.
From the day we opened our doors in 2018, we’ve believed our industry deserved thoughtful regulation�not because someone forced us to, but because it was the right thing to do.
Today, North Carolina lawmakers are considering House Bill 328, legislation that would significantly change the hemp marketplace by introducing stricter limits on hemp-derived consumables and new regulatory requirements. Among the provisions discussed are a 21+ purchase age and a very low THC limit in finished products.
While we support many of the bill’s public safety goals, Franny’s Farmacy does not support House Bill 328 in its current form.
Why?
Because we believe smart regulation protects consumers. Prohibition does not.

At Franny’s Farmacy, safety isn’t a marketing slogan.

Our products are produced in a GMP (Good Manufacturing Practices) Certified manufacturing facility, where standardized operating procedures, quality controls, and documentation help ensure consistency from batch to batch.
In addition, Franny’s Manufacturing underwent an FDA inspection on July 29, 2026, demonstrating our ongoing commitment to regulatory compliance and quality manufacturing practices.
These aren’t achievements we mention to impress people.

One of the most visible examples of our commitment to safety is our packaging.
Years before many of these discussions reached the legislature, Franny’s Farmacy invested in packaging modeled after regulated medical and adult-use cannabis markets.
Our labels are designed to help customers make informed decisions.
They include:

- Total cannabinoid content per package
- Cannabinoid content per serving
- Clear ingredient lists

What Concerns Us About HB 328
We recognize and respect the desire to strengthen oversight of hemp-derived products.
However, we are concerned that certain provisions of HB 328, particularly the proposed THC limits, could remove many products currently sold by licensed, compliant businesses while having unintended consequences for North Carolina’s hemp economy.
Thousands of responsible businesses have invested heavily in:
- Manufacturing
- Quality assurance
- Laboratory testing
- Employee training
- Safe packaging
- Consumer education
We believe these businesses should be part of the solution�not treated the same as bad actors who ignore existing standards.
The Black Market Doesn’t Follow Rules
One of our greatest concerns is that overly restrictive policies may not eliminate demand for hemp-derived cannabinoids.
Instead, they may shift consumers toward unregulated markets.
Illegal operators don’t typically provide:
- Laboratory testing
- Child-resistant packaging
- Ingredient transparency
- Accurate potency labeling
- Manufacturing oversight
- Consumer education
Those are the very safeguards responsible businesses have worked hard to implement.
That’s why we believe effective regulation should strengthen the compliant marketplace while giving regulators the tools to enforce standards against businesses that operate outside the law.
