The Future Is Here. The Question Is: Will North Carolina Lead?

When I planted hemp in North Carolina, I wasn’t thinking about awards.

I wasn’t thinking about opening retail stores.

I wasn’t thinking about speaking before legislators or serving on advisory councils.

I was thinking about one thing.

The plant.

I believed then�as I do now�that hemp had the potential to improve lives, strengthen agriculture, create jobs, and become an important part of North Carolina’s future.

Nearly a decade later, I still believe that.

We’ve Come Too Far to Turn Back

Since hemp returned to North Carolina, we’ve watched something remarkable happen.

Farmers learned a new crop.

Manufacturers invested in facilities.

Researchers expanded scientific understanding.

Retailers educated customers.

Communities embraced plant-based wellness.

Thousands of North Carolinians built careers around an entirely new agricultural economy.

This progress didn’t happen overnight.

It happened because people were willing to take risks.

They invested their savings.

They worked long hours.

They believed North Carolina could become a leader.

Today, we have an opportunity to continue building on that foundation.

We Have Always Believed in Regulation

One thing I want to make perfectly clear is this:

Franny’s Farmacy has never opposed regulation.

In fact, we’ve been asking for it.

Responsible regulation protects consumers.

Responsible regulation creates accountability.

Responsible regulation gives businesses clear expectations.

That is why we have spent years implementing practices that reflect regulated cannabis markets across the country.

Our products are manufactured in a GMP Certified facility.

We invest in independent laboratory testing.

Our packaging includes serving information, ingredient lists, cannabinoid content, age recommendations where appropriate, and safety information designed to help customers make informed decisions.

We believe consumers deserve transparency.

They always have.

The Difference Between Regulation and Prohibition

There is an important distinction that deserves thoughtful discussion.

Regulation establishes standards.

Prohibition removes legal access.

Throughout my career, I’ve believed the goal should always be to strengthen responsible businesses while creating meaningful protections for consumers.

Businesses that invest in testing, manufacturing quality, education, and compliance should be encouraged to continue raising the bar.

At the same time, enforcement should focus on businesses that fail to meet those standards.

That’s how strong industries are built.

The Conversation Around HB 328

House Bill 328 has generated significant discussion throughout North Carolina’s hemp community.

As written, we believe portions of the legislation could have unintended consequences for responsible hemp businesses, consumers, and farmers.

One of our concerns is that restricting access to products sold by compliant, regulated businesses may not eliminate consumer demand.

Instead, it risks shifting purchases toward unregulated markets that operate outside the safeguards responsible businesses have worked hard to establish.

Illegal markets do not typically offer:

• Independent laboratory testing
• Transparent ingredient labeling
• Child-resistant packaging
• Consumer education
• Manufacturing oversight
• Product traceability

These are the protections we believe consumers deserve.

That is why our focus remains on supporting smart regulation that strengthens responsible businesses while protecting public health.

Whether laws change or remain the same, our mission does not.

We will continue to:
